Can you get Mew in Emerald?

Question

My friend told me that there is a place in emerald or johto where you can get a mews is this true or is it not.

P.S. he says he didn't hack and he dosn't tend to lie about Pokemon but he is alot younger than me.

Mew is obtainable in-game in Japanese copies of Emerald, using a now-defunct event item called the Old Sea Map. When the event was active, players could receive the map and take it to Mr. Briney, who would ferry the player to Faraway Island. This event was never distributed outside of Japan.

Though it's no longer possible to legitimately obtain the Old Sea Map, any cartridge that has one downloaded will still be able to access Faraway Island.

Well, you know that Mew is event exclusive Pokémon, so IMO, it's not true.

EDIT: there's a event-place in Emerald called Faraway Island. You need item called Old Sea Map

Mew is an event Pokemon, no matter what game it is...and without event item, you can't caught it! so, there is no Mews place (without event) like your friends said. your friend didn't hack it, but the game was originally hacked!
