Where can you find the highest level Pokemon in heartgold?

Not including legendaries where can you find the highest leveled Pokemon naturally or the best Pokemon to get lots of experience from.

The highest level Pokemon in HG/SS are in Mt. Silver, for both wild encounters and trainer battles.

As far as wild encounters go, the highest you can find are level 51 Golduck in the lower mountainside area, as well as Absol and Bronzor at level 51 via Sinnoh/Hoenn Sounds. For trainers, Red's Pikachu is level 88, which is the highest in the game.

If you're trying to level grind, wild Pokemon aren't a good method. Try this page for better ideas.
