Can every move in Pokemon Conquest make a enemy flinch?

So one of my Warlord Leaders has a ability that increases Range and Also makes an opponent flinch, but the Pokemon she is linked with is a Simisear with Incinerate, but it can still make the enemy flinch even though thats not one of its effects. So I was wondering if its possible for every move in the game to cause a flinch if they have the right help from a Warlord Leader.

Yes it is possible. But if it isn't an effect, they have to have help from a worlord. It's just common sense >.>
