At the top of Mount Coronet. You must climb all the way up.

You have to climb up Mt. Coronet which I recommend going to Hearthome City then go west on Route 208, and then you'll find a mountain and then you'll find an Egyptian looking place and if you go up towards Dialga Dawn will behind and then you start battling him.
