Is this a glitch???

Question

you know the harlequin that gives you the bicycle and tells you about the harlequin hunt? the one that appears as you exit prime pier in castelia?
there's a harlequin in the castelia city/skyarrow bridge gate that has the exact same
dialouge as the bicycle harlequin!
is this an error on the writers part or whoever, or is this a glitch?

The dioulog box thing isn't a glitch. It is exactly what was supposed to be said.
