Is this a Pokemon black/white2 glitch?

so I got a level 23 stoutland from the gts and it said it was obtained from pwt.

what is this?

It was probably caught in the Cold Storage in Pokemon Black/White. It's says PWT in Black 2/ White 2 because the Cold Storage was where the PWT is now.

It's Level 23 because you can catch it at level 23. As it says here on the Database. Simple search engine proficiency is a wonderful tool to have when using the internet.
