For anyone unsure, Bull's Eye is a hold item that supposedly allows you to hit any pokemon regardless of immunity. So you could hit a Ghost with a Normal move (and vice-versa) or hit a Steel type with a Poison move.
As for Toxic, it should also work. Steel pokemon can be poisoned, just not via Poison moves. If the immunity is removed then Toxic should work fine.
