How can Blitzle/Zebstrika be used effectively in-game?

Question

I am planning my team for White Version, and I am trying to vary the Pokémon I catch and have different types on my team than I usually do. So how can Blitzle/Zebstrika be used effectively? I am aware that it is useful against 1 out of 8 gyms but I would still like to use it in my team.

Zebstrika is very effective in-game because of it's good attack stat and speed. A moveset like this is what I like to use, and I think it is a powerful set.

It will lower the Volt Switch power, but it's mainly for switching, so it won't hurt.
