In STABmons, can a Pokemon with a form change learn all the moves of the type of the form change?

Meloetta able to learn all Fighting type attacks?
Rotom able to learn all Grass/Water/Fire/Flying/Ice type attacks?

Tested on a Rotom-W with this moveset:

Rotom-Wash @ Choice Scarf
Trait: Levitate
EVs: 252 Spd / 252 SAtk / 4 Atk
Hasty Nature
- Leaf Storm
- Hydro Pump
- Scald
- Volt Tackle

Meloetta also failed. I tried DynamicPunch and my team was rejected. Psycho Boost Meloetta was not rejected.

What about Meloetta? Because unlike Rotom it switches forms during battle.
