Meloetta and Charge Beam?

Question

So I know that Charge Beam has a 70% chance to raise the users Special Attack stat but with Serene Grace does it always raise its Special Attack?

Actually, yes it will. Serene Grace doubles the chance of extra effects happening, so Charge Beam will always increase the user's Special Attack.
Look in the source below to find a table of all moves that are affected by Serene Grace that are learnt by Pokemon with Serene Grace. And, yes, Charge Beam is there.
