Is the type of EV yield (attack, sp. attack, etc.) of a Pokemon the same as its highest stat?

For the most part all the pokemon follow this pattern. typhlosion's best stat is special attack and he yields 3 Sp atk EVs for instance. Some pokemon yield EVs in more than one stat too. There are a few weird ones though, so going by their best stat isn't 100% reliable. You can get a complete yield list right here. http://pokemondb.net/ev/all
