I thought black kyurem was slower due to its heavy arms.

Black Kyurem is faster than Zekrom with 95 base Speed versus Zekroms base 90.
However, Zekrom is vastly superior to Kyurem-B due to its better movepool, usable STAB attacks in Bolt Strike and Outrage, fewer weaknesses courtesy of its Electric type and almost identical stats.
