Can anyone else confirm
1) their existence?
2) the encounter rate?
3) any in-game differences (movesets, abilities/hidden abilities, unlocks in-game events, etc.)?

You're asking if monochrome pokemon exist? Can you explain more? I've never heard of something like that. Technically you could say Mew is monochrome.
