Noivern needs all the power it does can get, since offensive stats are not that good. so, take a look:

Noivern@Life Orb
Trait: infiltrator
EVs: 4hp, 252 spa, 252 spe
Hasty Nature (+ spe - def)

Moves:

U-Turn (not really designed to do damage, just made to make you switch out damaging the opponent, with noivern's great speed, the only advantage from normal switching out, the +6 priority, isn't anything.)
Draco Meteor (the stat drop doesn't exist with u-turn, plus the life orb... great OHKOer)
Hurricane (better than air slash due to power, plus confusion chance. confusion is better than flinch)
Focus Blast (120 base power move, covers rock and ice types. plus steel. worth the accuracy)

Noivern is definitely one of my favorites, both for looks and movepool.

This is how I set my Noivern(s) up:
Ability: Telepathy/ Infiltrator
Telepathy is amazing in double/triple battles, especially if you have a explosion or lava plume ally since it dodges ally moves. Infiltrator will get you past barriers and substitutes, the mold breaker of barriers
Hurricane/ Boomburst
Hurricane is an amazing flying type, hard hitting move with with chance to confuse. Sp Atk 110 pwr and 70 ac. Boomburst is a normal type move that has a lot of power and will hit everything in range. Sp Atk 140 pwr and 100 ac. However I'd prefer hurricane because it can confuse foes, Boomburst is suggested for double+ battles.
Dragon Pulse
A high power move that is pretty handy against other dragon types. Sp Atk 85 pwr 100 ac. I much prefer this over DM since you can keep staying in battle instead of a glass cannon set-up
Focus Blast/ Dark Pulse
Focus blast is a amazing fighting type move for anything with high special attack. Sp Atk 120 pwr 70 ac. Dark pulse is an amazing dark type move with chance to flinch. Sp Atk 80 pwr 100 ac. I like both moves but if your a more power> chance to flinch, there will be a cost to accuracy.
Leech Life/ Flamethrower
Who wouldn't want to both, deal damage, yet regain health. Atk 80 pwr 100 ac. Fire is good vs ice, which is Noiverns kryptonite. Sp Atk 90 pwr 100 ac. This is a choice for weakness coverage or health gain. Both moves are good but if you use Leech Life, I'd use a bug move enhancing item since Noivern is more special attack then attack.

One of my favorite dragons, even though it resembles an oversized vampire bat.

4 Sp Def EV's, so Porygon Z always gets a Physical Attack boost from Download. Yeah, I know, a low chance of that specific match, but what do you lose, by doing Sp Def, instead of Def, or HP? Nothing.

Role: Physical Sweeper
Nature: Adamant/Jolly
EV's: 252 Atk/4 Sp Def/252 Speed
Item: Power Herb
Ability: Infiltrator
Sky Attack-One turn via Power Herb+Stab
Outrage/Dragon Claw- Power vs Reliable
Acrobatics-Stab+x2 Power with no item
U-turn/Brick Break-Scout/Coverage

Yeah, sure it's atk, isn't as good as special, but it still hits fairly hard, and it's a set people don't see coming.

Obviously, meant to be saved until bulky physical walls and Fairy/Steel types are dealt with, but still a fun set.

Role: Rain Noivern (Special Sweeper)
Nature: Timid
EV's: 252 Sp Atk/4 Sp Def/52 Spe
Item:
Flyinum Z (Z-Hurricane)
Dragonium Z (Z-Draco Meteor)
Fightinium Z (Z-Focus Blast)
Choice Specs (Why not?)

Draco Meteor-Stab
Focus Blast/U Turn-Coverage/Scout
Hurricane-Stab+100 acc in Rain
U-Turn/HP Water-Scout/Rain Boosted Coverage

No fire type because Rain Dance is essential with this set. Using a Damp Rock on Drizzle Toad/Pelipper, to have it last longer, paired with Mega Swampert/Scizor to form a solid core.

I know that this isn't probably the best moveset or any. I'm just giving what I have and hope you can build from there.

Noivern @ {Dragon Fang/ Silver Powder/Scope Lens }
Ability: Infiltrator
Nature; Mild [+Spec Attk, -Def]
EV; Max Speed and Spec Attk/Attk. Rest in defense
-Shadow Ball/Shadow Claw
-Dragon Claw
-Leech Life
-Sleep Talk/U-turn

Shadow Ball lowers Spec Def doing extra damage next time you hit it/Shadow Claw for easy critical plus stab and extra with nature and better chance for critical with Scope Lens. Mild may lower defense so Noivern fast base speed stat will lay off a strong U-turn [Boosted by Silver Powder] to save itself from extra damage. Dragon Claw
[Boosted by Dragon Fang} will do atleast close to 90 base power and even more if you get critical.

Sleep Talk is for coverage against Bug & Physic types as they tend to have Sleep Powder/Spore or Hypnosis/Sing.

Forgot to add that Infiltrator will hit Pokemon with Protect/Detect or a Substituted Pupitar/Greninja.

Double Battle (Rain Team):

Role: Special Sweeper

Noivern @ Eject Pack
Ability: Telepathy
EVs: 4 HP / 252 SpA / 252 Spe
Timid Nature
- Draco Meteor
- Hurricane
- Heat Wave
- Tailwind / Roost

  • Draco Meteor: STAB, once it's used, you switch out because of the Eject Pack.
  • Hurricane: STAB. When it's raining, it has I infinite accuracy. It can also hit Pokemon using Bounce or Fly.
  • Heat Wave: Covers Ice weakness, and does spread damage.
  • Tailwind/Roost: Increases teams speed / Restores the users HP

    If you are using Drizzle (Pelipper, Politoed) then I would use a Moveset like this respectively:

Role: Rain Set Up/Special Sweeper

Pelipper @ Damp Rock
Ability: Drizzle
EVs: 4 HP / 252 SpA / 252 Spe
Modest Nature
- Scald
- Hurricane

Nice but heat wave in rain? It will be too weak to cover anything
Yeah. I would do a steel type move, but Noivern doesn't learn any other than Iron Tail.

Keep using hurricane or focus blast (whatever helps), after either of the attacks miss, speed gets raised by 2x. Now use boomburst or dragon pulse for STAB.

It's already insanely fast, out speeding pretty much everything in uu. Why use a blunder policy?

Heat Wave may burn the target(s). Boomburst is really strong. Hurricane may confuse the target and has STAB and Draco Meteor is STAB for Noivern.

Why 4 Attack EVs with no physical attacks? Why Hasty over Timid?
Leftovers is kinda weird on a very frail Pokémon, this set seems like the perfect set for Choice Specs
Hasty nature is (+Spe,-Def) not (+Spe,-Atk) I think the nature you're looking for is Timid (+Spe,-Atk).

Ability: Frisk / Infiltrator
EVs: 204 HP / 252 SpA / 52 Spe
Modest Nature
- Hurricane / Air Slash
- Dragon Pulse / Draco Meteor
- Flamethrower / Heat Wave
- U-Turn

- Heat Wave: Heat Wave covers the Steel types that resist both your Stabs when cleaning
- Hurricane / Air Slash: Flying Stab, Air Slash can be substituted to make up for Hurricane's shaky accuracy, but the drop in power can prevent certain KOs.
- Dragon Pulse / Draco Meteor: Dragon Stab, Draco Meteor may be much stronger especially when paired with Choice Specs, but it is essentially a one time use nuke to finish off your opponents last Pokemon.
- U-Turn: Used to pivot off incoming switch-ins to pull momentum.

>This Pokémon is meant to come in and threaten and kill fast and frail Pokemon or pivot off their switch-ins to grab momentum and clean up weakened teams when the common switch-ins have fainted.

Noivern @Focus Sash
Ability: Infiltrator
EVs: 4 HP / 252 SpA / 252 Soe
Timid Nature
- Super Fang
- Flamethrower / Boomburst
- Draco Meteor / Dragon Pulse
- Roost / U-turn

EVs: I am not fussy, but high Speed and Sp. Atk but Defence or Hp is good too. I suggest (everyone suggest this) 4hp/252 speed/252 sp.atk

I like to use this as a wall breaker or chipping health from tanks.

Super Fang: Chipping down a tanks or a wall's health in half is always reccomended, thats why Focus Sash was installed as Noivern is most likely to get OKod in the first move so at least Noivern would be able to halve a tanky enemy's health down so it will make it easier for your other Pokemon to take it down.

Flamethrower/Boomburst: Flamethrower is good for Ice types but Boomburst does some solid damage, especially if after Super Fang.

Draco Meteor/Dragon Pulse: Draco Meteor is a solid attacking power, however, choice spec arn't included in this set so if you don't like the fact it's lowing it's Special Attack, got with Dragon Pulse.

Roost/U-turn: If you have a kinda tanky Noivern with high Defence and Special Defence EVs, it could likely survive a attack, which makes Roost benificial for survivblity, but if your Noivern is very fragile, you could always try to escape with U-turn.

Tips: Try getting rid of harzards like Steath Rock before deploying your Noivern, also reccomend saving Noivern for a bulk who usually dosnen't have strong attacking power.

My gen 9 doubles set

Noivern @ throat spray
Ability: infiltrator
EVs: 4 HP / 252 SpA / 252 Spe
Timid nature
- Draco Meteor
- Boomburst
- Tailwind
- Defog / taunt / protect

123 speed with timid nature will out-speed many opponents, and 97 special attack is decent and can be great with the throat spray boost. Tailwind is to double you and your teammates speed. Boomburst is a very high damage spread move that will increase special attack with throat spray when used. Draco meteor is powerful stab made more powerful by throat spray boost. Defog is good for removing hazards, taunt is good to make opposing Pokémon not able to use status moves, or you could just use protect which is a good option too.

Boomburst is powerful. dragon claw and wing attack are STABs. Super fang is underrated.

Ability: Infiltrator
Tera Type: Steel
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
- Dragon Pulse
- Boomburst
- Hurricane
- Flamethrower

Tera steel resists all of your weaknesses. Throat spray will boost your SpA after boomburst, allowing dragon pulse STAB to damage more. Hurricane is flying STAB. Flamethrower also covers steel and ice types.
