Well, you can get a Protean Frogadier through the Friend Safari or you can be lucky in a trade. I actually have a Japanese female Protean Frogadier with Pokerus that I can trade to you, but I still haven't received my replacement 3DS yet. Pokemon in the Friend Safari have a chance to have their hidden ability, so try to add someone who has a Frogadier in their Safari.
