Well, it all depends on what your team is missing. If your team is without a resistance to Ghosts then you'd probably want to go Honchkrow over Chandelure, but if your team is packed with physical attackers, then Chandelure would be the more balanced choice.
Another thing is if your team is weak to Stealth Rock or just Rocky types in general you might as well just search for a different Pokemon.
Just analyze your team and see what you need and what isn't needed and that's when you should decide which Pokemon you will be evolving with your Dusk Stone.
Honchkrow @ Life Orb

If your team either lacks a decent revenge killer or good physical attacker or maybe even you want perfect synergy and you need Honchkrow to be your resist to whatever, you could use this Krow set. Sucker Punch can pick off weakened threats and when it does, Honchkrow's Brave Bird won't be stopped at +1. Superpower gives Krow great coverage and if it kills something, it won't even matter with Moxie. The final slot is up to you if you want to trap a Ghost or Psychic Pokemon which would want to switch away from Krow or Roost to keep its survivability up.
Chandelure @ Choice Specs / Choice Scarf
Ability: Flash Fire
EVs: 252 SAtk / 4 SDef / 252 Spd
Modest / Timid Nature
- Overheat
- Flamethrower
- Shadow Ball
- Energy Ball
You can pick between Specs or Scarf. It all depends on whether you want absolute RAW POWER or some decent amount of speed. Specs Modest Overheat hurts sooo bad, but use it with discretion as you pretty much have to switch out next turn. Flamethrower is the other Fire move you use when you plan on keeping Chandy in for a couple of turns. Shadow Ball is another STAB Chndelure can abuse while Energy Ball hits those annoying bulk waters.
Really, you should only choose one if it fits your team and if neither fits, just pick another!
