Curse - This is an egg move. Breed an Eevee or Eeveelution with a Numel, Camerupt, Torkoal, Bidoof or Bibarel that knows Curse. Higher chance of passing down when Eevee is female.
Toxic - TM. Almost every Pokemon can learn Toxic. You can either breed an Eevee or Eeveelution with a Pokemon in its egg group that knows Toxic, or get the TM for it at Route 14 from the Hex Maniac and teach it to your Eevee/Umbreon.
Confuse Ray/Moonlight - Both of these are in Umbreon's moveset. Confuse Ray is Level 17, Moonlight Level 33.
Payback - TM. Teach it to Eevee/Umbreon through TM by getting it from the Monseur in Geosenge's Pokemon Center.
Also, don't maximize every stat. Stick with 252 HP EVs, 128 Def EVs, and 128 SpDef EVs.
You actually only need one Heart Scale, since you are split between Moonlight and Confuse Ray. If you want another, fish with the old rod to find Luvdisc. They have a 50% chance of holding it.
