I'm trying to get a Goodra and I was wondering if I use Kyogre's drizzle ability will it evolve at level 50 or no?
No it will not. It has to be natural rain that takes place in the game. So find a route with some rain on it before you enter a battle then level up your Sliggoo either by battles or with a rare candy.
