Didn't see the "Was" I thought it was "Is"..
Err, unless there was an event for this, which i'm sure there wasn't, you could not catch them regularly.... sry
I do, however believe (unsure though) that there was an event for non shiny ones, I'm unsure if they could be shiny by the defaultl 1/8000 chance or not.

First up, the legendary genies only come from Dream Radar, not the Dream World.

Secondly, Dream Radar Pokemon cannot be Shiny, as can be seen here.
Any Shiny Therian genies you see will have been caught normally, not from Dream Radar (or pokegenned to be that way.)

Finally, you have the normal chance of getting a shiny (1/8192) from the Dream World (as can be seen here.)

No it wasn't.

Pokémon from the Pokémon Dream World could not be Shiny.

"This generation was the first to include checks that prevent certain wild Pokémon from being Shiny. These include wild Reshiram, Zekrom and Victini as well as any Pokémon obtained from the Dream World."

Also you could not get Thundurus, Landorus or Tornadus from the Pokémon Dream World so that gives me reason to suspect your referring to the Pokémon Dream Radar. The Pokémon Dream Radar is completely different to the Pokémon Dream World. Nevertheless Pokémon from the Dream Radar can also not be Shiny, although each Pokémon does have its Hidden Ability, with the exception of Rotom who doesn't have a Hidden Ability.
