You gotta get up, and try, and try, and try...

That's really all you can do. You can continuously search in the wild for perfect IV Pokemon, but that'll take an incredibly long time. You can breed though!

For breeding, you will need two breeding-compatible Pokemon with at least 1+ perfect IVs. (The perfect IVs being in different stats, of course) Have one of the parents hold the Destiny Knot and there is a chance that the Pokemon will receive the 2+ perfect IVs from both parents! (Yes, one Destiny Knot can get IVs from different parents) Be aware that it won't be a 100% chance that the baby will receive all the perfect IVs from the parents - the baby will receive random IVs from random parents. :3

To get perfect IVs, between all your breeding Pokemon all stats have to have a perfect IV. It's very hard to get perfect IVs, however breeding makes this a LLLIIITTTTLLLLEEE bit easier. xD

Hope I helped. :)
