Are there Pokemon that cannot be chained with the poke radar in x and y?

i mean I can't seem to chain a ralts or trevenant. can I not obtain them by chaining or are they just really rare? if there are more than the Pokemon listied above please leave a list of all the Pokemon you can't obtain throgh poke radar.

You can't chain any Pokemon that aren't found in the wild, or via pokebank, and all legends.
