You cannot get either Riolu or Lucario in ORAS
They are only available by trading them from XY
You can get Riolu on Route 22 and the Friend Safari Lucario can be obtained In-Game in XY holding a Lucarionite by deafeating Successor Korina in the Tower of Mastery
