Can Glare paralyze ghost types?

Yes
"Glare is normal type, but it does effect ghost types, leer affects them so it makes sense that other non-damaging normal moves would as well." As stated by Octaivian_Rex in this forum.

Yes, Glare CAN paralyze Ghost types.
Although, Thunder Wave or Lick are better paralyzing moves
