Pokedex completion without legends?!

I've heard you don't need event legends to complete the National Dex, is this true? If true what legends don't I need?

Only event Pokemon are not neede to complete the pokedex.
These include
Mew
Celebi
Jirachi
Deoxys
Manaphy
Darkrai
Shaymin
Arceus
Victini
Keldeo
Genesect
Meloetta
Diancie
