How can you get Flare Blitz on a Level 1 Larvesta?

I want to breed a competitive Choice Scarfed Larvesta. The moves that I want on it are Zen Headbutt, Wild Charge, U-turn, and Flare Blitz. How do I get Flare Blitz on it?

In order to get a Level 1 Larvesta with Flare Blitz, you need to breed a female Volcarona with Flare Blitz(gets it via Heart Scale)with another Pokemon that can learn Flare Blitz, but is male. This is a method that can bypass Levels in moves.
