Staller Goodra vs. Bulky Sweeper Goodra?

Question

I am really starting to love Goodra. It has an amazing movepool, great special bulk and I love it's design for some reason. So I decided to try and make a team based around Goodra.. but then I started to question.. should I use the typical Assault Vest Sweeper set or try a Bulky Set?
And I just cannot decide. It could do both jobs well but the real question is which set would work best? Which job is Goodra better at?
The sets would be as follows:

Goodra @ Assault Vest
Ability: Gooey/Sap Sipper
EVs: 248 HP / 252 SpA / 8 SpD
Modest Nature
- Ice Beam
- Draco Meteor/Dragon Pulse
- Flamethrower
- Thunderbolt

The Staller

Goodra @ Leftovers
Ability: Hydration
EVs: 252 HP / 44 Def / 212 SpD
Bold Nature
- Draco Meteor
- Rain Dance
- Rest
- Toxic

IMO , Hydration / Rain Stall Goodra isn't very viable on its own. However, if your team is based around rain and you already have 1-2 rain setters, then that set is pretty good. You should probably replace Rain Dance with something else though.

If you aren't using a rain team, go for the Assault Vest Goodra.
A few suggestions on the set though:
 - Fire Blast > Flamethrower for immediate power
 - You could also replace Ice Beam with Muddy Water for better coverage (but it's your choice).

@DA830  well if you read the question you would see I'm basing the team around Goodra, meaning it is the first Pokémon on the team and I haven't made any others

If you don't plan on using a rain dance team, you should go for the sweeper Goodra. It's moveset is good the way it is, but if you plan to use an Assault vest sweeping Goodra for rain dance teams, you should swap Thunder for Thunderbolt.
