2 Pokemon if needed, but I'd prefer one. Thanks ;D

-Has access to a fairy move
-Has taunt
-Has access to a ghost move
-Can take care of fairies
(Optional but not needed) - Has fake out

All I can think of is Whimsicott
It has Moonblast, which is a Fairy type move
It can use Taunt
It learns Shadow Ball, which is Ghost type
And I guess it can take care of Fairy types by taunting Florges, Sylveon, and Klefki

The set I had in mind:

Whimsicott @Leftovers
Trait: Prankster
Timid Nature
EVs: 252 SpA, 252 Spe, 4 SpD
- Shadow Ball
- Moonblast
- Taunt
- Leech Seed

I don't see how he can take care of fairies because:
1) Taunt attacks you permanently
2) Fairies don't resist each other.
Also, he doesn't learn any steel type moves - or have poison moves that can do damage (except for the status effect toxic and possibly poison powder (if worked). Otherwise, good choice that fits the rest of the criteria
No. This answer wasn't about resisting the Fairy type, but rather beating passive Fairy-type Pokemon like Klefki and Florges as already mentioned. The asker never said he wanted a resistance, just a Pokemon that could beat Fairy types. This set won't beat offensive Fairy Pokemon unless its attacks can KO them, but it fits criteria perfectly if he wants to beat support/wall Fairies. Taunt makes those Pokemon nearly useless by removing their support moves. Their attacks are extremely weak, so the lock into attacks is completely fine and can easily be played around anyway.

Here is one, Mawile

Can use play rough (fairy type move)
can use taunt
can use astonish and shadow ball (both ghost type attacks)
Can use iron head (steel type move. Steel is super effective against fairy)

sadly, no fake out.

But it can mega evolve!
Just wondering why you need a ghost move, because dark type attacks are super effective on the same type of Pokemon as ghost types are (both have super effectiveness on ghost and psychic) so instead of a ghost move, try a dark type move. a good one on mawile is sucker punch, usefull especially after taunt.

Here is a moveset you might use competitively with these conditions:

Mawile @ Mawilite
Ability: Intimidate
EVs: 248 HP / 252 Atk / 8 SpD
Adamant Nature
- Play Rough (fairy)
- Taunt
- Sucker Punch/Astonish/Shadow Ball (ghost/dark type attack)
- Iron Head (takes out fairies easily

Mega Banette has Prankster, which gives taunt priority.

Bannete can learn Dazzling Gleam, a Fairy type move.

Bannete can learn lots of ghost type moves because it's a ghost type. It has good attack, so a physical ghost attack is good. I would recommend Shadow Sneak, for priority.

Bannete can learn Gunk Shot, which does 120 base damage and is poison, making it super effective on fairy types.

Here is a competitive Moveset:

Banette @ Banettite
Ability: Insomnia
EVs: 52 HP / 72 Atk / 128 Def / 128 SpA / 128 SpD
Brave Nature
- Shadow Sneak
- Dazzling Gleam
- Gunk Shot
- Taunt

THESE MOVESETS ARE NOT THE BEST FOR THESE POKEMON THOUGH

But Shadow Ball is terrible on Mawile...
Mawile is also waaaayyy too slow to Taunt in VGC, especially with Thundurus around. It's main purpose is to break things with Play Rough, Iron Head and Sucker Punch. Shadow Ball and Astonish are both horrid moves on Mawile. The EV spread is also poor for VGC. Mawile is not a good Taunter. Run Protect instead.
I did suggest sucker punch instead of a ghost type move. and i know taunt is terrible on mawile...
Mega Banette is a decent Taunter. Not the best in VGC (unless you're Wolfe Glicke), but still usable. Good work :)

I would probably say sylveon as it can lean shadow ball is a fairy type giving it access to the move moon blast and it can also learn iron tail which is good against those fairy types as steel type moves are super effective against fairy types the only downfall to it is it can not learn fake out.

Iron Tail is very, very bad on Sylveon. Never, ever use Iron Tail.
