Why is Winona on a tower in Mauville?

Question

I noticed she is standing on one of them when you go up stairs there. When I go to her gym, she is there too. There is a woman next to her saying something like "There goes our Winona, feeling the wind in her hair" Does it do anything? Or is it just there?

Upon completing the Pokemon League and the Delta Episode, you get to find the Gym Leaders in different areas. Note, that this does not activate anything, so don't expect anything special. Gym Leader locations can be found here.
