Which Pokemon can learn the least number of TMs that they can't learn by level up?

Besides Pokemon like Unown and Spewpa that can only learn TMs that they can learn by level up.

These Pokemon gets no TM's that they can't learn by level up:
Caterpie
Metapod
Weedle
Kakuna
Ditto
Magikarp
Wobbuffet
Smeargle
Silcoon
Cascoon
Wynaut
Beldum
Because these Pokemon get 0 TM moves, they learn the least TM's that they can't learn by level up.
