As far as my researchhas revealed, the Pokémon theme songs are not based on other songs. However, even though my research may be flawed, the wonderful thing called logic says that theme songs are, as a rule, not based on other songs unless they are intentionally comedic shows notorious for parodies. Pokémon is not a comedy, therefore it is extremely unlikely that the Pokémon themes are based on other songs.
