Which Pokemon can learn those moves? In 6th gen

The only Pokemon from the 6th generation to learn both taunt and icy wind are Froakie, Frogadier, and Greninja.

In the future, you can you this site's moveset searcher (found under "useful tools" in the "Game mechanics" drop-down menu at the top of the site) to find Pokemon that learn multiple specific moves.

Edit: Mew and Smeargle can learn them as well, as for Mew it can learn Taunt via TM and Icy Wind from the move tutor, and as for Smeargle it can learn them by Sketch

really? I assumed me he meant native to 6th gen, thus no keldeo or spiritomb.

Beartic, Glailie, Keldeo, Froslass, Mewtwo, Mew, Weavile, Vanilluxe, Gengar, Bannette... I'm not sure if there are more, but those ten I can remember. My knowledge of Pokemon movesets is ok, but far from perfect. You may want to double check to make sure these are ok. I highly suggest mega Bannette for this move combo. It basically guarantees two hits on the odd switch in after a trashy taunt. You'll be pleased when the mega Kanga priority counters find themselves slowed to a useless crawl while you capitalize on deadly prankster set ups.

That's where the guarantee comes into play.  It really shuts down the terror that is whimsicott and kangaskhan
