Location of Togepi line?

Question

I should have asked this on my previous question but it slipped my mind. Anyways, where can you find the or part of the Togepi line in Pokemon Diamond. Here what I don't know about Togepi.

Its Location

If it is obtainable before the elite 4

If you need a PokeRadar or a certain game involving Diamond, Platinum, and Pearl

If you guys could answer all those questions, I would be thrilled! Thanks!

Togepi can be found on Route 230 (So you need to beat the Elite Four before you can get it.) when using the PokeRadar.
