Can there be any water Pokemon found in Lake Of Rage?

Well my team is only a Togepi, a Quilava and a Fearow.( Fearow is Kenya but dont arrest me for stealing Kenya ) There's no Pokémon that can learn Surf on my team and I'm up to the part in SS where you get - or fail to get - Gyarados. Please answer my question as I need help with this alot.

If you have Good Rod you can fish a Gyarados from Lake of Rage and teach that Surf. Old Rod will only catch Magikarps from there so you would have to grind it in grass for a while before you can give it Surf. Also with Old Rod you could go to, for example, Ecruteak City and fish in the pond found in the north portion of the town and get a Poliwag.
