Do you mean only in Gen6 or Gen6 and under?
I know Aurorus can, with Ancient Power, Ice Beam, Thunderbolt and Earth Power.
Any Pokémon obtainable in Gen 6 that can learn Rock, Ice, Electric, and Ground Type Moves
I'm going to assume Hidden Power doesn't count.
Aerodactyl with Earthquake, Ice Fang, Thunder Fang, and Stone Edge might be your best bet.
There's also a laundry list of pokemon that can learn Thunder Punch/Ice Punch/Earthquake/Stone Edge, and you can use the Moveset Searcher to find those.
I think this is going to be another one of those questions that only Scep has time to answer. Is Scep even active anymore?

What's the source?
I mainly used Pokemon Showdown. I started at Chespin and just went up by number. I just searched for an ice type/electric type move for most of these since they are less common than rock/ground moves, then checked for all four types if they did know electric/ice type moves. Some of these, like Carbink, only have status moves for a certain type.

Why? Did I miss one?
Not really. It's just that I'm naturally suspicious that not enough quality gets put into things, especially in making big lists.
