Every time there's a wild Pokemon encounter, it will be a double battle. Whenever there are two trainers that are encountered simultaneously, it will be a double battle. However, if you go up to a trainer from the side (so he/she doesn't see you and challenge you) and talk to him/her, he/she will challenge you to a single battle. You still get healed after the battle. source
