To get to Kale's Bay you need to go to Route 3, there will be a secret entrance somewhere which will take you to Melemele Meadow, when you enter the Meadow keep going left until you see a small hole, press A and you'll be taken to Seaward Cave, find your way out of Seaward Cave and you will find yourself in Kale's Bay.

Also the Black Pokemon is in Ten Carrat Hill as Lenny Estonian so kindly said.
