Scald is to spread burns on more physically inclined teams, which also has the effect of making Toxa ungodly bulky. Recover helps even more to longevity, though honestly isn't really needed with regenerator, but is helpful if you're not able to switch often (like if you're being hazard stacked). Toxic or TSpikes are there to help destroy more defensive teams by limiting how long they can stay in for. Haze is a backup plan versus set up sweepers. The real beauty with Toxapex is how hard it is to wear down over time. Regen + Recover means it's almost always healthy and is largely unaffected by weather or hazards. It can't be poisoned either, and the burn nerf means it doesn't harm it much.
Buzzwole

Buzzwole is an amazing physical tank. Bulk Up just accentuates it being a tank, letting it sponge more physical damage. Leech Life is your main move as it will deal solid damage and increase longevity. Also if you're going LO with Buzz then you'll want leech life for sure to heal up the recoil. Hammer Arm > Superpower because Buzz's point here is to tank, not to outspeed, so the speed drop shouldn't mean much. Ice Punch is Lando coverage, though Poison Jab, Thunder Punch and Stone Edge are all viable coverage moves.
I don't know much about Ubers but I did some research and apparently Arceus-Water is newly viable now so I picked on that.
