The Earliest you can get tm24 in Omega Ruby?

I really want to teach thunderbolt to one of my Pokemon but I want to know if I can access it before becoming champion.

You get it from Wattson by performing a minor side quest for him, which can be done after defeating/capturing Primal Kyogre/Groudon, or right before facing the 8th and final gym.
