Could a regular Grimer evolve into a Alolan Muk?

If you transfer a regular Grimer over to Su/Mo it would be an Alolan Grimer anyhow, so the answer to your question is yes - by technicality.

In Alola, if a Pokémon evolves from a species that does not have an Alola Form to one that does, such as Cubone, it will always evolve into its Alola Form and cannot evolve into its normal form.

So I'm pretty sure an old Grimer will evolve into old Muk because Alolan Muk can only evolve from Alolan Grimer.
