This question has already been asked. It was quite some time ago, tho. The answer back then was tackle, and i ran a check of my own. Tackle come up then, too, at 241 'mons that learn it thru level-up.

The answer is, indeed, Tackle. As of now, a total of 244 different species can learn it.
