This Floatzel gets OHKO'd or 2HKO'd by everything in PU. And that's just PU! Also, if you want to run a bulky Floatzel, you should replace Torment/Roar for Scald, for the 30% burn chance, and your EVs to 252 HP/252 SpD/4 Def. This works much better as 252 HP always allows you to tank hits better than max split defenses.
Conclusion- This Floatzel will NEVER work in a competitive environment; only use it against friends.
