What happened with my Chansey?

Question

I was playing Let's Go Eevee and came across a Chansey on Route 11. I looked at the Pokémon Database but it said that was only available on Route 23, Pokémon Tower, Victory Road, and one other place I believe (not Route 11). What happened with the Chansey? And btw, I caught the Chansey like, second try with a normal Pokéball and one Razz Berry.
