The short answer is no, Technician is by far and a way the best ability for Scizor
It depends on what you want to do with a Scizor.

Light Metal is, overall, just a bad ability for Scizor. It only has an effect on only 4 moves in the whole game, 2 of which do less damage, and 2 of which do more to Scizor with Light Metal. Swarm is very situational, and is generally not a very good ability. Technician is, by far, the best ability for Scizor, making its Bullet Punch one of the most powerful priority moves in the game. I can say with decent certainty that Scizor would not be S-ranked in UU if it weren’t for Technician (although, to be fair, it probably wouldn’t fall to a lower tier, either).

@KRLW890, I personally disagree, since the majority of moves it learns are above 60 power, and pretty much all of his STAB moves are not powered up by technician. That does not mean technician is bad, though.
While he my not get a whole moveset to utilize Technician, 60 BP Bullet Punch & 135 BP Bug Bite is alot more useful than Light Metal or Swarm.
@Momo123456789 Scizor has a lot of moves that are above 60 BP, but they are generally weaker than Technician-boosted attacks. The multiplier is 1.5, so Technician Bug Bite is 10 BP higher than X-Scissor and has a secondary effect. Also, having access to a STAB 60 BP priority move is much more useful than its other abilities.

@Fizz, I wanted to know if getting light metal on scizor is worth it. He said technician is the best abillity on scizor, but I disagree.(not swarm either)
Light Metal is a bad ability because it only reduces the damage done to Scizor for two moves, both of which are rather uncommon, and it also increases the damage done to Scizor by two moves, which are equally uncommon; it's extremely situational and doesn't necessarily give a net gain. And in any case, why would your opponent use Grass Knot or Low Kick on Scizor? It has naturally very high defense, so even without Light Metal, they'll be doing negligible damage, so your opponent is better off using a different move or switching to another Pokémon.
Swarm is also a bad ability because you have to hope your opponent knocks you down to 1/4th health before it activates, and the only worthwhile moves it affects that Technician doesn't are X-Scissor and U-Turn. Granted, those are two very good moves, but it's too unreliable to be worth it.
Technician is always in affect and boosts Bullet Punch, allowing it to seriously threaten a large percentage of Pokémon in its home tier. Here's a standard sweeping Scizor set with Technician against many high-ranked Pokémon in UU:

Technician often makes it possible to KO opponents a turn sooner, without any need to rely on your opponent to knock you down to 1/4th health without killing you.
