It is The rarest of chances .

Shows getting a feebas completely , and as said in the description of the video , it is really Rare .

He is found in 5 (it think) out of all the water patches in the big underground lake. You can use any fishing rod to catch him, & is easily found on one of those patches. Be careful because every day, the patches change.
