Ability: levitate
EVs: 36 HP / 236 Def / 156 SpD / 76 Spe
Bold nature
- will-O-wisp
- sludge bomb
- pain split
- flamethrower

Will-O-wisp weakens physical attackers. Sludge bomb is STAB. Pain split heals. Flamethrower uses abusive posts to cover steel. 76 speed EVs lets Koffing outspeed 10 speed Timburr. The item, nature, and rest of the EVs max physical defense and then special defense. This increases the chance Koffing has less HP than the opponent and makes the most of each point healed by pain split.
