If your using rain on your team, use Mega Swampert. If not, Mega Blastoise

If you're using a water team, then I think using rain is a lot more viable than not using rain, so using Swampert with rain is a lot more viable than using either without rain.

Additionally, Blastoise is mostly just an offensive spinner and there are so many better water spinners

Swampert is better because it has swift swim, is immune to electric, and uses stealth rock. It can also use earthquake to hit electric Pokemon and sludge wave to hit Tapu Bulu.

Swampert is better . Let's have a closer look. Blastoise weak to electricity. Too bulky . Weak to grass. To many weakness. But it's a good sweeper. Swampert a good sweeper less weaknesses. So my choise is swampert.

What do you mean blastoise has too many weaknesses? It is only weak to 2 types, grass and electric.
