Why I unable to enter the Pokemon league in black?

i have all badges and the guy won't let me to enter the league

Could you be more specific? What guy? If you are talking about the guy in front of the gate before entering the area where you first enter the Elite 4, then you have to answer yes to his question.

After N's Castle arises, you will be unable to enter the Pokemon League. Instead, a Team Plasma Grunt inside the Pokemon Center will ask you if you want to go back to N's Castle and will teleport you there. If you were defeated by Reshiram/Zekrom, N, or Ghetsis, you will be sent back to the Pokemon Center.
