Which HM Slave for Pokemon Black version?

Which of these options is the best. Of course, if there is another that I should consider, please feel free to recommend others as well.

Oshawott (going to breed my starter)

The best HM slave is obviously Smeargle with being able to learn any move in the game (except transform and struggle).

For Water type HMs, I'd recommend Samurott. If possible, you could get a Mew and teach it any HM you wanted to.
