This is actually an interesting question. My take off the top would be a no for ORAS and a maybe for RSE. Are you trying to automate egg hatching?

I would say probably not since the Eon Flute soaring doesn't.

I would test this in Emerald but Mr. Briney already disappeared in my save file. I'll probably replay Emerald and test this in about 2 months.

Nope it's considered a cut scene. Meaning that steps wouldnt count. Also the eon flute doesn't count as steps either because it's also a type of cut scene.
