Can I connect memory link between White and White 2 without two 3DS?

Question

I've been trying to access Memory Link for almost an hour now, and I've been doing a lot of research. From what I've found, the Nintendo Wi-fi service discontinued in 2014, so I can't connect from there, and all the info I'm finding on how to connect is very outdated. I also currently don't have any access to a second 3DS and won't for awhile now. Is there anything I can do at the moment?

Memory Link allows players to sync either of the original Black and White games with Black 2 and White 2 via Nintendo Wi-Fi Connection or DS Wireless Communications.
